On October 14, 2026, during Singapore International Cyber Week, Google DeepMind and Singapore’s Government Technology Agency (GovTech) jointly announced that they have developed an on-device scam detection system fine-tuned from the Gemma model, capable of performing real-time threat identification locally on users’ smartphones without uploading any conversation content to cloud servers at any point. This is part of the “National AI Partnership Programme” between Google and the Singapore government, a framework officially launched on May 20, 2026.
The Root Problem: End-to-End Encryption Creates Detection Blind Spots
Traditional cloud-based threat detection depends on uploading messages to servers for scanning, but mainstream communication platforms such as WhatsApp and Signal have widely adopted end-to-end encryption—meaning even the platform providers themselves cannot read message content in transit. Security detection and privacy protection thus come into direct conflict at the architectural level.
According to Google DeepMind’s official blog, social engineering attacks account for as much as 80% of scam losses in Singapore. Since 2019, scam-related losses in Singapore have exceeded S$4 billion, and scam cases account for more than half of all reported crimes nationwide. Scam tactics are highly personalized, making it difficult for general-purpose models to identify the localized deceptive language used.
On-device inference technically cuts through this contradiction: analysis runs inside the user’s device, and conversation data neither passes through the cloud nor leaves the phone. The privacy promise of encrypted communication is preserved, while security detection is completed at the same time.
Two-Stage Pipeline: An Architectural Choice Under Power Constraints
Continuously running a large model on a modern smartphone is unrealistic. Google DeepMind and GovTech’s engineering answer is a two-stage serial pipeline.
In the first stage, a lightweight classifier continuously monitors newly received messages at extremely low power consumption, performing only initial screening. In the second stage, flagged messages trigger the fine-tuned Gemma model, which conducts deeper analysis using broader conversation context. Once manipulative speech patterns are detected, the device immediately warns the user.
This architecture provides an engineering template for deploying inference models under limited compute: tasks with low precision requirements are covered by lightweight rule-based models, and larger language models are invoked only when necessary.
Sovereign Sandbox: The Substance of a Three-Layer Governance Framework
The two parties established three constraints.
First, a “sovereign sandbox”: Gemma fine-tuning takes place in an isolated environment on Google Cloud managed and maintained by GovTech, with training data physically isolated from external systems.
Second, “no use of citizen data”: training data is strictly limited to anonymized datasets from scam reports and intelligence sources, with private information and personally identifiable information excluded throughout.
Third, “stress testing”: the model is evaluated on synthetic conversations and a local corpus covering multiple scam categories.
Mark Chen, GovTech’s Director of Trust and Safety, said at the launch event: “Fighting scams should not come at the expense of personal privacy.”
Localized Fine-Tuning: Why General-Purpose Models Are Not Enough
The project chose to fine-tune Gemma specifically rather than directly deploy a general-purpose language model. The training data focuses on scam conversations impersonating Singaporean public institutions, banks, and local public figures, as well as regional scams unique to the area. The scam language used to monitor local banking apps differs markedly from that in the UK and US markets.
This demonstrates the viability of a division of labor in which “the government provides domain data and the model vendor provides foundational capabilities.” The data provider retains control over local knowledge, while the model vendor contributes inference infrastructure.
Deployment Path
As of the announcement date, no deployment timeline has been published for the system, nor have any integrated partner applications been announced. Officials said it will be rolled out in phases through an app developed in cooperation with the Singapore government, and will access conversation content only with users’ explicit consent.
According to Singapore’s Channel NewsAsia, Singapore’s Minister for Digital Development Mrs Josephine Teo said in her SICW remarks that AI is making the fight against scams harder to win, because scam chains now span social media, communication platforms, phone calls, and financial institutions.
Industry Signal: A Replicable Government AI Paradigm
The strategic value of this project lies in the template it provides. In recent years, governments have faced a common dilemma when adopting large model capabilities: either accept the surrender of data sovereignty that comes with cloud processing, or build their own infrastructure at unrealistic cost. This collaboration between GovTech and Google DeepMind offers a third path: the government controls the data and the fine-tuning process in an isolated environment, the model vendor provides the infrastructure and pre-training capabilities, and the final product is deployed on user devices rather than servers.
Google DeepMind has said it is exploring rolling out similar deployment models in other countries.
Independent Assessment
The project’s technical design is internally coherent: on-device inference bypasses encryption limits, the two-stage pipeline addresses power constraints, and the sovereign sandbox provides an answer for data governance.
The core difficulty of social engineering scams is not recognizing known templates, but responding to continuously evolving language. For a model fine-tuned on historical scam reports, its ability to generalize to new scam types that emerge over the next six months cannot be assessed in advance. The real test will be measured false-positive and false-negative rates after the system has run in real applications for a sufficient period.
