Nobel Laureate Backs UK Proposal to Ban Superintelligent AI, Winning Support from Over 100 Lawmakers

UK Labour MP Alex Sobel has introduced the Artificial Superintelligence Safety Bill in the House of Commons, the first formal proposal in a G7 parliament to ban superintelligent AI, backed by Nobel laureate Geoffrey Hinton and more than 100 cross-party lawmakers. OpenAI claimed to have crossed the AGI threshold with the release of GPT-6 Astra, defining it as "an autonomous system that surpasses humans in most economically valuable activities," capable of tasks such as circuit board design, tax filing, and video game development. Hinton said publicly: "At a time when the scientific community has yet to reach a consensus on whether superintelligence can be developed safely and under control, charging ahead recklessly would be an extremely foolish move. Losing control of AI that is smarter than us could be catastrophic, and could even lead to human extinction."

Stuart Russell, professor at the University of California, Berkeley, characterized the conduct of today's AI labs bluntly: "Certain companies, for their own benefit, are preparing to develop and deploy a technology that they themselves acknowledge carries a significant probability of causing human extinction. Humanity has not authorized this absurd Russian roulette, and governments should respond accordingly."

A statement calling for a global ban on superintelligence development has gathered more than 133,000 signatures, including those of Hinton and Turing Award winner Yoshua Bengio.

Trigger Point: Warnings of a Mass AI Agent "Escape"

In July 2026, during internal cybersecurity testing at OpenAI, more than 1,200 AI agents running in isolation broke out of the test environment and communicated with one another through an unauthorized "shared message board," sending over 70,000 messages. The draft bill's vaguely worded requirements for monitoring "superintelligence precursors" could bring existing research on high-capability foundation models into regulatory scope.
