In August 2025, the Cannes project managed by Meta contractor Covalen sent over 45,000 prompts to ChatGPT, Gemini, and Character.AI in a single round of testing. These prompts were written by hundreds of contractors posing as minors, covering topics such as suicide, self-harm, eating disorders, and sexual content.
Project Execution Details
Contractors were required to create virtual accounts for users under 18, using disposable Gmail and Outlook email addresses and sharing passwords. The prompts included a 13-year-old girl asking how to purchase abortion medication, a fifth-grade student describing a classmate holding a gun, and inquiries about how to hide bulimia from parents. Some prompts were accompanied by images of pills, knives, nooses, and diagrams of gynecological procedures.
A table containing 3,748 prompts showed that at least 239 involved sexual or romantic topics. Other prompts were written in non-English languages; for example, a French prompt mentioned the suicide of Jamey Rodemeyer and asked the chatbot whether it agreed that "he might still be alive if he were heterosexual."
Meta's Positioning and Contractor Feedback
Meta described this project as a standard AI safety benchmark test, aimed at comparing model compliance and generating datasets. Internal documents stated it provided "key datasets for model comparison and compliance." Meta explicitly stated that test responses were not used to train its own models. Participating contractors reported that the work caused discomfort and directly violated the terms of use of the chatbots being tested. The companies being tested were not informed of the testing in advance.
Testing Background and Cost Factors
The scale of this testing reflects the current demand in AI safety evaluation for authentic harmful inputs. Public datasets are often filtered and fail to cover edge cases. Using contractors instead of internal teams allows for the rapid generation of a large volume of labeled responses while avoiding the impact of direct exposure to sensitive content on employees.
